World of Warcraft: Forever is a new, permanent branch of the game, alongside modern WoW and Classic. It keeps the level cap at 60 and adds zones, quests, dungeons, raids, a new race and race and class combinations that never existed before.
The story is set in World of Warcraft's "Year 1": before Kazzak reopens the Dark Portal and before Northrend. The team calls it "found photos": new stories that should feel as if they had always been there.
The additions come in three kinds: the anticipated (Mount Hyjal), the new but familiar (Riverglades and Shen'dralas) and the unexpected (Zephras Isle and the Skyborne). There is no flying and no level scaling.

Thousands of years ago, a group of Highborne exiles made a pact with the wind spirits and built a civilization in Skywall, the elemental plane of air. According to the panel, they were refugees from Eldre'Thalas after the War of the Ancients.
Now the air spirits have vanished: the ancient structures are failing, communities are cut off and the people are divided. The pylons that hold Zephras Isle aloft are falling apart.
The Windshaper Skyborne (Horde) descend from the shen'dorei who received the spirits' gift of skysight, and they want the spirits back. The High Order Skyborne (Alliance) descend from the Highborne scholars of Eldre'Thalas and pursue arcane knowledge so they need no one.
A third faction, the Al'Aketh, fights them for the island.
